The only way I can think of to make flying work in a game like WoW is to give it a maximum flight time, like 10 or 15 min tops. Or you know, you could create content that makes flying dangerous and actually makes it a personal choice to fly or ride instead of some decision to just limit flying for the sake of limiting flying. Or they could make zones that are designed with flying mounts in mind. I feel that there are really only two examples of this in Storm Peaks and arguably Netherstorm.
Trying to level in Hillsbrad only to get ganked by someone on a flying mount that can scout you anywhere. This will take you on a 14 quest storyline throughout the world and back through Nazjatar. Now that you have unlocked Nazjatar and Mechagon, you will need to explore them both thoroughly. You will then need to complete story and world quests to increase your reputation to be revered with the Waveblade Ankoan [A] or The Unshackled [H] in Nazjatar.
You will also need to reach revered with the Rustbolt Resistance on Mechagon. Grinding rep for these groups can take a while because the best way to get rep is through daily and world quests.
You can also receive minor rep when you kill a rare in Nazjatar or Mechagon for the first time only. If you are looking to speed up the grind, you can also purchase contracts on the AH, which award 10 bonus rep for each world quest completed in any BFA zone. In Mechagon, you can also turn in a Bundle of Recyclable Parts once a day for bonus rep. These parts can be farmed at the Junkwatt Depot near where you turn in the Bundle of Recyclable Parts.
With the additional zones explored and rep earned, you can now fly in Kul Tiras and Zandalar. You will also receive the shiny Wonderwing 2. Shadowlands introduced changes in requirements to fly in past expansions. Flight in Draenor and Legion zones are now included under the riding training umbrella.
Sadly, players who did not unlock flying in BFA would still have to invest considerable time into earning both parts of the pathfinder achievement. Argus in SL? These will now be granted at level 30 with expert flying. Broken Shore was a scenario, Tanaan intro was not a scenario, it's more akin to the Goblin or Worgen starting areas. A scenario is instanced content, and counts as "other" in their list of instanced content that flying will never be available in.
Tanaan was not instanced as any other player who happened to be doing that quest area would show up to you as well, if it was instanced content you would only be seeing your group.
Blizzard: Flying is hard. No flying. Just kidding? Here, this is Pathfinder You forgot the part where they tried to slip the "No flying. Or how they then proceeded to sulk and drag their heels like a pouty three-year-old, made the achievement as grindy as possible and took months to fix the random dismounts in Draenor. You make a good point although I said like a scenario, it's a temporary zone since 6.
Pathfinder is one of the best things in this game. You explore new areas with your main, clear story content and earn reputation with local factions and when it's unlocked, its account-wide, so you don't have to do it again.
From my personal experience, I remember getting Draenor pathfinder in 2 weeks.
